e-Manifest Registration Videos Available

EPA’s e-manifest system is going to go live in all states on June 30, 2018. To prepare, you will want to wade through some training videos and make an account on RCRAInfo so that you will have access to the system.

To get started, you will want to make an account at LearningZen. The portal administrator must grant you approval, and you will be emailed an account activation link. This process typically takes an hour or two.

Once you have access, login and navigate to Course Catalog>All Courses>Industry User Registration Take Course. After you arrive at the course description page, click the green “Next >” button on the right side of your screen. This will begin a nine video guide to registering your RCRAInfo account, adding existing sites for your account, and granting permission levels. These videos are easy to understand and will only take up about 30 minutes of your time.

After the videos, head over to RCRAInfo. If you already have a Central Data Exchange (CDX) account, you can use that account info to obtain access to RCRAInfo. If you do need to register a new account, just click on the “Register” button, select if you are a “Regulatory Agency User” or an “Industry User,” and complete the registration form. You will be sent an email with an activation code to complete the registration process.

Finally, if you are going to have Certifier or Site Manager level permission, or you will be requesting access for a site EPA ID, you will need to submit an Electronic Signature Agreement. The agreement will be presented when you login to RCRAInfo after you have already requested your permission level or EPA ID. This is a fairly straightforward registration process that will require you to submit standard banking and credit reporting information (that will not be stored by EPA once approval has been granted).
